As part of the Sandy Recovery Program, TECHNICO Construction Services, Inc. undertook restoration and resiliency upgrades at the Lillian Wald Houses, located at 10 Avenue D on Manhattan’s Lower East Side, NY. This NYCHA development consists of sixteen residential buildings, bordered by East Houston Street, FDR Drive, and East 6th Street. The project focused on enhancing accessibility and flood protection at seven of these buildings.
The work was carried out in compliance with FEMA regulations and the NYC Building Code Appendix G, ensuring the property’s long-term resilience against flood risks. All upgrades were designed to improve safety, preserve community access, and protect vital infrastructure from future flooding.
Theproject
Core improvements included new ADA-compliant entrances with ramps, stairs, railings, raised platforms, and protective canopies. Additional measures involved constructing electrical equipment rooms, integrating dry flood-proofing systems, and installing flood barriers. Site enhancements featured new pavers, benches, and landscaping to improve the outdoor environment.
Thedevelopment
Construction was executed in a sequenced, three-phase process for each building. The first phase involved the removal of existing stairs, concrete, railings, and landscaping, as well as the installation of temporary doors and ramps to maintain accessibility throughout the process. In the second phase, deep foundation piles were installed, masonry was built for the new electrical rooms, canopies were placed, and permanent ramps and railings were constructed. The third and final phase focused on completing new entrances, installing doors, windows, interior finishes, and flood barriers, followed by the final restoration of the site.
THERESULT
Substantial completion was achieved in August 2018, with final completion in October 2018.
